Well, it certainly is not legal !

Fall foul of VDSA/Police/ANPR cameras & get it reported to DVLA twice & they will "pull" the plate & it will never be re-issued.

They “can” pull the plate rather than “will”.
I’ve had 2 tickets for plate spacing then a speeding ticket, I paid the fixed penalties and nothing else happened.
I suspect that simple spacing changes will be ignored as long as the fines get paid but anything done to alter a character might be different.
