All I can think of is.....as you quoted 'ALL the lights', due to the recent weather, has water got in and got to any of the wiring / control modules, especially as your fault appears to be random / intermittent, maybe check for any water ingress into the car, it's a start and costs nothing. Check all the rear compartments as well as other places.

The bulb check system sends current to the lights in a series of short blinks to detect a blown bulb. It does this periodically and for LED bulbs where incandescent were originally specked, this results in the LED strobing for a short period. Incandescent bulbs don't respond quick enough or bright enough to the system for it to be seen. 05 L322 4.2SC

It doesn't say which car you have.

If it's a pre 2010 car that wasn't originally designed for LED bulbs, unless you buy good bulbs or good quality retrofit units with the correct size resistors in them, they'll flash and do all kind of funny things.

This applies to Canbus lights only though, which are all legally required driving lights plus the mirror puddles.

If it's a newer car designed for LED lights then, the PCB inside the light cluster may have reached end of life. 2015 Range Rover Autobiography 4.4 SDV8

You can install a resistor for each of the rear lights which are flickering also, which would stop it.

I'd consult an auto/audio electrician however - I don't know what sizes you'd install. 2015 Range Rover Autobiography 4.4 SDV8
