The flashing is likely to be a 'cold filament check' Its a few short pulses of power and the current is measured to see if the bulb is present and working. The pulses are too short to illuminate a filament bulb but LED's are instant and on hence you see the flashes. I had this on my Touareg and I could switch off cold filament check to stop it with the diagnostics kit VCDS just like the IID tool for Range Rovers. BMW i3 Electric Car
